Medical Services and the CCS program
CCS provides the following services:
1. Diagnostic Services when there is a reason to suspect a serious
medical problem.
2. Treatment Services for CCS medically-eligible conditions, which
include birth defects, long term disabilities, chronic illness, hearing
loss, and injuries due to accident or violence. Treatment services provide
hospital and physician care, laboratory and X-ray services, equipment,
medications and other required services. Financial eligibility of the
family must be determined prior to granting authorization for treatment
and before the program can accept any responsibility for payment of treatment
services. The parent must visit or otherwise contact the county agency
administering the program. In an emergency, the physician may telephone
the CCS administrative agency regarding a treatment authorization. Authorization
for treatment is given for the eligible condition(s) only. If other conditions
are present or arise during the course of treatment, the physician should
contact the administrative CCS agency regarding possible coverage of additional
diagnostic or treatment services.
3. The Medical Therapy Program (MTP) provides medically necessary
physical therapy (PT), occupational therapy (OT), and medical therapy
conference (MTC) services to children who are medically eligible for the
program. The MTC team physicians are specialists (usually an orthopedist
or physiatrist and a pediatrician) experienced in the treatment of chronically-handicapped
children. The team performs examinations and prescribe PT, OT, durable
medical equipment (DME) and other necessary medical interventions required
to treat the child's eligible diagnosis. PTs and OTs work for the county
in the medical therapy units (MTUs) that are located at selected public
school groups as part of an inter-agency agreement with the California
Department of Education.
4. The High-Risk Infant (HRI) follow-up program provides follow-up
to infants discharged from a CCS-approved NICU who are at risk of developing
a CCS eligible condition. These services include developmental testing,
neurological, ophthalmological and audiological evaluations.
5. Orthodontic Services for a limited number of children who have
severely misaligned teeth
6. HIV Testing and Monitoring for children who are risk for AIDS
